This study of Shanghai analyzes the city's emerging patterns of residential settlement in 2010. Most previous research on China focused on central city patterns, but by 2010 urban development in major metropolitan areas was taking place predominantly in the suburbs. The analysis re‐examines and extends previous studies of the level of segregation by various key population characteristics, showing that the highest segregation is found in the suburban ring, where original villager residents are now joined by an influx of migrants from other regions and by intracity movers. We probe the sources of the segregation pattern in multivariate analyses at two scales—an innovative analysis at the level of individuals that shows how people's citizenship status, occupation and education affect the type of housing that they are able to live in, and jointly contribute to their location in the metropolitan area. We show that the patterns attributable to the market reform period mostly did not supplant the socialist urban structure, but rather used it as its foundation. Segregation today can be attributed less to current class inequality than to state policies in the distant and recent past that have determined when, where and for whom housing is built.  相似文献

It is commonly observed that high grade loans with better ratings are often associated with low recoveries if they default (i.e. with relatively high loss-given-default (LGD)). To address the mismatch problem, this paper proposes a credit risk approach by minimizing LGD for higher rated loans as a risk-rating matching standard in the sense that the decreasing LGD from creditors’ perspective is associated with higher credit rating for the borrower. This standard forces customers’ credit rating of each grade to be optimally determined in correspondence to its LGD, which means the LGD of high grade loans tends to be low. The approach is then tested using three credit datasets from China, i.e. credit data from 2044 farmers, 2157 small private businesses and 3111 SMEs. The empirical results show that the proposed approach indeed guides the way to solve the mismatch phenomenon between credit ratings and LGDs in the existing credit rating literature. By optimally determining credit ratings, the findings derived from this paper help provide a valuable reference for bankers, and bond investors to manage their credit risk.  相似文献

The “industry nurturing agriculture” reforms and World Trade Organization accession led to dramatic growth in public expenditure and international trade in China’s agricultural sector. This article aims to estimate the effects of public expenditure and trade on agricultural productivity in China for 2004–2015. A semi-parametric production function with shape constraints is introduced to derive more accurate productivity before the productivity determinants are analyzed with an emphasis on public expenditure and trade. The empirical result shows that public expenditure and exports can effectively improve agricultural productivity, while imports have no significant effects. Policy implications are discussed in the context of supply-side reforms.  相似文献

In 2017, the Chinese government implemented a national strategy of "Rural Vitalization" that sought to realize full-scale rural vitalization. However, is it possible to achieve vitalization for all the villages in China? How should their development potential be determined? This paper identified and analyzed the "element-composite" messages of rural development based on 99 exemplary sites of “Beautiful Villages” in China. Combined with the projection pursuit classification method, a diagnostic system of rural vitalization was established; then, Dehua County was taken as a case study for an in-depth analysis. Based on national data analysis, the final results indicated that livelihood resources (LR), agglomeration effects (AE), location and transportation (LT), cultural/natural landscapes (CN), and economic circumstance (EC) are essential elements for successful rural development. Additionally, EC was the only exogenous element, while the remaining elements were endogenous. Furthermore, the villages with better EC presented urbanization rates of 38∼82 % and Engel coefficients of 29∼41 % in their counties; exemplary sites lacking LR, CN, LT, and AE account for 13.13 %, 19.19 %, 26.26 %, and 60.61 % respectively, so the indispensability of these elements decreases progressively in sequence. Only 2 % of villages rely on single element for success, therefore, the composite pattern of development element was also critical; 10 out of 16 types were found to successfully facilitate village development, among which, the type of R-a-L-C (32.32 %) and R-A-L-C (15.15 %) were considered as the greatest potential patterns for vitalization. Finally, by means of the diagnostic system, the ratio of representative villages for high-low potential in Dehua County is evenly split; then, development paths, and land use policies that match with paths were proposed, on the basis of development potential and “element-composite” condition of themselves.  相似文献

Since the beginning of the 21st century, China has undergone a promotion of industrialisation, urbanisation and agricultural modernisation. This promotion has triggered the mass migration of rural labour forces into cities, leading to the virtual situation of the separation of farmland contract and operation rights. To respond to this issue, the central government proposed a strategy of farmland reform in China. Such reform aims to transform the former ‘Bipartite Entitlement System’ into a ‘Tripartite Entitlement System (TES)’.1 Land registration provides the means for recognising formalised property rights and regulating the characteristics and transfer of land-related rights. As for farmland registration in China, it serves as a basis to explore effective forms of collective farmland ownership by implementing collective farmland ownership, stabilising farmers’ contract rights and liberalising farmland operation rights. Thus, in this study, on the basis of the farmland tripartite entitlement (hereinafter referred to as ‘FTE’) reform in China, we develop a Land Administration Domain Model (LADM)-based TES model that will serve as the basis of subsequent system development. Specifically, first, we summarise the evolution process of China’s farmland rights system since the foundation of new China. Second, we propose a farmland rights system after the FTE reform. Then, the corresponding TES model is developed based on the LADM standard and some instance-level diagrams for farmland administration activities. The new functionality of the model includes improved structuring of farmland rights and restrictions (and related source documents) and improved expansion of the land information infrastructure to rural areas.  相似文献

Massive out-migration of rural labor force brings both challenges and opportunities to crop-livestock integrated production system (crop-livestock system) in smallholder economy. Compared with previous researches that have paid major attention to the effect of labor migration on either crop production or livestock husbandry, this study considers the mediating role of crop production in predicting the effect of labor migration on livestock raising. Our econometric estimation based on a 2012 survey of 974 rural households in Chongqing, a mountainous region of China, showed the following. (1) The massive migration of rural labor force had led to significant increase in farmland abandonment and considerable changes in the pattern of livestock raising. (2) The livestock raising number per household began to differentiate, with the livestock system separating from the traditional crop-livestock system and becoming a specialized business. (3) In terms of the pathways through which rural labor migration exerts impact on livestock raising number, though the increased opportunity costs of rural labor greatly reduced farmers’ willingness to raise livestock, the decoupling of the crop-livestock system partly alleviated the declining trend in the livestock raising number because of the availability of household labor force freed from cropping via farmland abandonment. These findings have important policy implications for rural development and agricultural restructuring in mountainous areas of China, and provide references for other developing countries.  相似文献

This paper aims to estimate the effect of the security of farmland property rights on land-attached and long-term investment. Based on the data from a nationally representative sample with 5887 plots of 1175 households among 5 provinces in rural China, we adopt Probit, Ordinary Least Squares / Tobit, and the household fixed effect methods to yield the consistent results. The results show that the security of farmland property rights have significant and positive effects on the possibility and amount of the overall farmland investment. However, it has different effects on the different types of investments. The share of farmland retained significantly affects the investments in soil quality improvement and changing use of the plots but does not affect the investment in water conservancy facilities. The types of farmland property rights affect investments in water conservancy facilities and changing use of plots, but do not affect investment in soil quality improvement. The findings imply that the Chinese government should be the principal investor in water conservancy facilities and enlarge the operational scale of farmland by facilitating farmland transfer to increase private investment.  相似文献

The conventional argument that the introduction of transfer of development rights (TDR) shifts the power of land use regulation from the state to the market is increasingly under challenge. In China, the state's grip on land is reinforced through TDR, in which the state is both regulator and player. This state-dominated form of TDR affects China in three ways. First, competing aspirations of different scales of government complicate how TDR is implemented. Although the central state promotes TDR to maintain a national balance of arable land, some local states instrumentalize it to expand their landed basis of accumulation. Secondly, TDR tends to benefit the state but not its people. It may increase the fiscal income of the sending government and lessen the land shortage of the receiving government, but sometimes at the expense of the interests of land users without land ownership. Thirdly, given the state's deep involvement in TDR programs, the key for China's TDR to protect arable land lies not so much in clear property rights or a fully fledged market as in effective checks and balances regarding the state's powers over TDR. These three observations attest to the embeddedness of TDR in the local political economy.  相似文献

Using novel firm-level micro-panel data in China from 2000 to 2009 and data on institutional factors, we study which funding sources effectively finance firm innovation activities in China and how the effectiveness of funding sources varies according to the quality of institutions. We show that institutional factors impact the effectiveness of each funding source in different ways. First, when property rights are better protected against the risk of expropriation by the government, internal financing from net profit—namely, the reinvestment of profit—is more important in financing firm innovation activities. Second, as contracts are enforced more reliably, trade credit finance and bank finance play larger roles in financing firm innovation activities.  相似文献

Abstract

Over the past two decades, there has been a proliferation of research on human resource management (HRM) in Chinese state-owned enterprises (SOEs) as a result of the wide-reaching state-sector reform of the late 1980s. This article aims to provide a systematic review of literature on this topic and capture the nature of HRM in Chinese SOEs, both in research and practice. The article draws on 178 studies from 43 English academic journals over a period of 25?years (1993–2017). In analysing this literature and by taking stock of theoretical frameworks, research methods, themes and analysis of academic articles in this area, we have gained a number of insights. The study has found that the research methods used have shifted from qualitative and interpretive methodology toward quantitative and sophisticated modelling. A further insight is that there has been a relatively heavy reliance on institutional theory in the earlier studies reviewed, and since then a switch towards organizational behaviour perspectives. The level of analysis has moved from macro to micro level and thematic foci have become more diverse and complex. We highlight a number of avenues, theoretical and empirical, for future studies in this field.  相似文献
